Functional Description:

The vacancy is for a position as a program manager in a rapidly growing program. To start, the position will be responsible for directly performing the listed activities. The position will evolve over time, and the candidate will have the opportunity to grow along with the program.

1. Program Management – Provides program management for a business unit servicing multiple clients from multiple operations centers.
a. Responsible for achieving measurable results on time and on budget
b. Manages intercompany agreements and subcontracts across multiple sites performing services such as call center services, mailroom services, data processing services, and disbursement services.
c. Establishes operational objectives and work plans and manages operational assignments across the program.
d. Provides leadership and focus across the program

2. Operations Management – Plans, manages, and controls the day-to-day activity of a team that performs business services.
a. Establishes operational objectives and work plans, and delegates assignments to subordinate managers. Develops and monitors systems and services that support ACS and program needs.
b. Develops and subsequently implements new policies and procedures for the program to meet specific goals.
c. Implements strategic policies when selecting methods, techniques, and evaluation criteria for obtaining results.
d. Audits current procedures to monitor effectiveness and efficiency of operations.

3. Quality Assurance – Ensures effective achievement of objectives by maintaining a comprehensive quality assurance program.
a. Establishes and assures adherence to budgets, schedules, work plans, and performance requirements.
b. Responsible for managing program performance across direct operations and subcontracts in accordance with service level agreements.
c. Monitors performance using a Quality Assurance Surveillance Program in a performance-based contracting environment.
d. Ensures that business practices are performed in accordance with client contracts, ACS policy and procedure, and applicable laws and regulations.

4. Program Reporting – Regularly interacts with senior management or executive levels on matters concerning several functional areas and clients, i.e., program wide.
a. Prepares reports related to program financial status, schedule, service levels, and compliance.
b. Conducts program analysis to support operational enhancements, program forecasting, and improved program planning.
c. Responsible for program financial reporting and invoicing in accordance with a work breakdown structure.
d. Surveys clients for and reports on customer satisfaction.

Education and Experience Requirements:

1. University degree from an accredited institution
2. Eight years experience in program and/or operations management

1. Superior Written and Verbal Communications Skills – appropriate for a wide variety of settings, such as describing competing concepts, explaining technical and operational constraints, and concisely presenting the results of complex analysis.

2. Strong Quantitative Skills – including analytic, diagnostic, and statistical; and the ability to apply those skills and abilities to new situations.

3. Seasoned Management Skills – developed over a period of time managing teams on projects on increasing complexity.

4. Work Ethic – A willingness and ability to work long hours with a wide variety of stakeholders at all levels within and without ACS including the ability to change thinking or gain acceptance from others in sensitive situations without damage to the relationship.

5. High Tolerance for Ambiguity – Candidate’s ability to contribute to the program will depend upon strong adaptive job skills and the ability to keep multiple, conflicting ideas under consideration as work is conducted. Candidate must enjoy working in a dynamic work environment (changing by the day or week).
