Director, Employment Policy and Compliance – Natick, MA Global Headquarters
Job Purpose:
Reporting to the Director, Compliance Training and Communications, and working closely with the Employment Law and Human Resources functions, performs a broad range of employment compliance and consulting duties.Develops and maintains the Company’s Human Resources policies (Employee Information Guide); develops and consults with HR on employment policy.Consults on high-level employment-related compliance issues including wage/hour and complex disability and leave management matters. Develops and delivers employment compliance-related training and assists Global Compliance with other compliance communication and training as appropriate. This position also participates in and assists in supporting the Company’s Affirmative Action Program (AAP) and has audit and merger and acquisition responsibilities as appropriate.
Generally, this position is responsible for developing a network of multi-functional partners to prevent, implement solutions for and resolve compliance problems. Its duties require the regular use of ingenuity and innovation while managing precedents. This position requires minimal direction or supervision. This position reports to the Global Compliance Department with a dotted line to the Legal Department.
Key Responsibilities:
Employment Policy
· Responsible for developing all legally-required employment-related policies in the U.S.
· Responsible for maintaining compliance with all U.S. HR policies.
· Primarily responsible for drafting all US-wide HR Policies.
· For HR policy or practice not mandated by a legal requirement, counsels HR subject matter experts (SMEs) and project managers responsible for researching and deciding amongst optional HR practices and policy approaches; conducts compliance review of policies approved and developed by HR for policy compliance and harmonization purposes.
· Counsels HR SMEs and/or project managers responsible for communication and implementation of all finalized HR policies, including updating on-line HR policy documents.
· Participates in merger and divestiture policy and compliance work.
· Develops Employee Information Guide training content.
Compliance
· Provides employment-related compliance support to the business by consulting with HR and the Legal Department as appropriate regarding applicable laws, regulations and requirements regarding employee relations and EEO/AA. Ensures implementation of relevant policies and practices.
· With HR project management support, coordinates, implements or oversees the implementation of compliance-driven or required projects as appropriate in areas including but not limited to: wage and hour; document retention; worker classification; ADA/FMLA; EEO/AA, etc.This includes projects related to compliance with existing U.S. HR policies and/or applicable law.
· Counsels and provides input to HR SMES and/or project managers responsible for other projects that may have policy or compliance implications.
· Carries out appropriate compliance-related duties in coordination with and, as appropriate, as a delegate of, the Legal Department.Provides oversight for and counsels HR with respect to its execution of appropriate compliance duties.
· Provides compliance skills and awareness training for HR and managers.
High-Level Employment-Related Compliance Issues
· Provides counsel, templates, tools and training to HR for handling complex disability and leave management matters.
· Provides advice and guidance on a broad range of wage and hour matters.
· Provides other high-level compliance advice and guidance as necessary.
Training
· Develops and delivers HR training as appropriate in the area of HR policy and compliance as described above.
· Drives efforts to increase policy- and compliance-related skills and awareness in HR and business units.
· Assists Global Compliance in other compliance communication and training as appropriate.
Affirmative Action
· Assists Director, Compliance Training and Communications in developing and executing AAP/EEO strategy and implementation.
· Stays current with respect to applicable law; drives execution by HR of compliant programs.

Experience:
Qualifications and Working Conditions:
Typical requirements include Juris Doctorate (JD) degree and a minimum of 10-15 plus years experience in Human Resources and/or Employment and Labor Law with specialized experience in policy and compliance. Thorough understanding of legal implications of the employment relationship. Excellent interpersonal, communications and presentation skills. Ability to work across functions and influence subject matter experts. Excellent project management skills along with negotiation and mediation skills. Demonstrates leadership ability and ability to communicate with all levels of management and employees.
As this position is responsible for providing support across a broad geographic region of BSC, it must be located at the Corporate Headquarters. Travel requirements will vary depending on the business need, and may range between 5% and 25%.
