I. Position Summary:

The System Manager Quality and Compliance motivates and leads key initiatives to define, measure, analyze and recommend solutions to various operational and resource allocation problems. Additionally, the Manager recommends corporate standards for key processes in the Airports group. The Manager will be responsible for leading significant process improvement and design projects within corporate business units and implementing Lean Six Sigma projects that tie in strongly with strategic priorities and improve processes. In addition, the Manager works to forecast resource requirements (manpower and ground service equipment) across all BlueCities while collaborating with the Schedule Planning team.

II. Essential Functions:

- Provides resource planning
- Collaborates with Schedule Planning and Airport leadership to create staffing models, schedules and bids
- Creates schedules that provide maximum shift coverage for open time
- Provides forecasting of full-time equivalent Crewmembers and headcount requirements for budgeting, recruiting and training purposes
- Creates a level of flexible Crew that can be utilized in each city to provide cost effective labor without hindering the performance of the operation
- Develops ground service equipment needs based upon flight schedule demand in every BlueCity to ensure maximum utilization of equipment while maintain cost effective growth
- Reallocates equipment within the system based upon seasonal usage, cost and changing flight schedules
- Provides Supply Chain team with a plan for future equipment needs in all new and current BlueCities to create a cost effective purchasing plan
- Collaborates with finance to track and manage costs of changes in schedule, manpower and equipment needs
- Partners with financial teams to create a budget that is both realistic and attainable yet provides efficiency when meeting the needs of the daily operation
- Provides regular reports on staffing levels to ensure JetBlue Airways is on track in achieving authorized headcount
- Creates Á“what ifÁ” scenarios to analyze trade-offs when considering schedule changes on resource costs and is an active participant in reviewing future flight schedules
- Ensures quality and process planning
- Measures effectiveness of current or proposed policies and Identifies opportunities to define, measure, analyze and recommend methods to improve processes and presents to Senior Leadership
- Implements Lean and Six Sigma philosophies for problem-solving and leads these initiatives within Airports group
- Works with operational leaders to create and implement policies to drive higher operational efficiency and quality
- Collaborates with Strategic and Financial Planning to determine cost and benefit of proposed processes
- Guides Industrial Engineering and Lean Analysts in executing lean practices and establishing Six Sigma methodologies
- Maximizes operation reliability
- Uses data analysis to determine methods to maximize operational reliability
- Reviews impact of constrained capacity on operational performance throughout the JetBlue network
- Creates various analytical and statistical tools as well as computer simulations combined with operational knowledge to identify operational obstacles
- Provides recommendations to increase operational performance and sustained results
- Provides forecasting
- Supports JetBlue in preparing for future operations by providing forecasting tools
- Reviews current and determines new operating metrics such as turn times and block times

III. Interactions:

Supervision Received:

- Plans and carries out work assignments; resolves most conflicts which arise; coordinates work with others as necessary; interprets policy on own initiative in terms of established objectives. Keeps Crewleader informed of progress, potentially controversial matters, or far-reaching implications

Supervisory Duties:

- Trains, assigns work to, and checks work of two (2) or more Crewmembers; participates in the decision to hire, fire, and promote Crewmembers; does not conduct the same work as Crewmembers on a regular basis

Experience:
IV. Minimum Qualifications: Formal education or training required; certificate/licenses required; number of years and type of prior experience

- BachelorÁ’s Degree in Industrial Engineering or equivalent quantitative field
- Five (5) to seven (7) years of Quality Assurance/Industrial Engineering experience
- One (1) to three (3) years of prior management experience
- Process improvement certification, such as a Six Sigma Black Belt
- Regular attendance and punctuality
- Organizational fit for the JetBlue culture, that is, exhibit the JetBlue values of Safety, Caring, Integrity, Fun and Passion
- Well groomed and able to maintain a professional appearance
- Pass a ten (10) year background check and pre-employment drug test
- Legally eligible to work in the country in which the position is located
- When working or traveling on JetBlue flights, and if time permits, all capable Crewmembers are asked to assist with light cleaning of the aircraft.

V. Knowledge, Skills, and Abilities:

- Proficient in Microsoft Office Suite
- Proven track record of leading and coaching teams
- Excellent verbal and written communication skills
- Solid understanding of how competitive and economic conditions impact the airline operations
- Knowledgeable of regulatory/compliance issues as they relate to the airline
- Demonstrated proof of process improvement and project management skills

Equipment:

- Computer and other office equipment
- Communication devices

Work Environment:

- Normal office environment; BlueCities operations
- Regular off hour duty coverage
- Irregular operations and emergency response responsibilities

Physical Effort:

- Generally not required, or up to 10 pounds occasionally, 0 pounds frequently. (Sedentary)
